The Pattern I Kept Seeing
The Problem Wasn’t the People.
Earlier in my career, I was a leader inside a large, structurally complex organization. Like most organizations, it emphasized the importance of collaboration and transparent communication across teams. We had cross-team meetings, joint events, and other initiatives. But every incentive structure was built around individual recognition and your team's wins. Sharing information, leads, or insights across teams meant giving away your advantage. Collaboration and transparent communication weren't just difficult — the structures made them irrational.
The organization's response was predictable: more collaboration initiatives. More cross-team forums. More communication platforms. All aimed at changing behavior. None aimed at the structures producing the behavior.

What Every Tool Was Missing
I didn't just experience this from the inside. As a consultant — working directly with organizational leaders across more than sixty organizations over twenty years — I saw the same pattern everywhere. Leaders looked for answers, and every available tool pointed in the same direction: workforce surveys, culture assessments, capability gap analyses, engagement data. All measuring what the workforce thought, felt, or believed about the organization.
The findings were inherently workforce-focused. So the interventions focused on behavior change. Organizations invested accordingly. Some produced movement. Few produced lasting change. The same cycle, repeated across years and budgets — and the default conclusion was always the same: there must be another workforce issue to find.
It was universal.

What Sits Underneath
That pattern — persistent across every organization, resistant to every intervention — is what made me look deeper. Not at the workforce. At what was underneath.
Here is what sits underneath: organizational structures — how decisions get made, how information flows, how performance is rewarded, how work is designed — directly shape workforce behavior. And workforce behavior creates how work gets done. When you try to change how work gets done by targeting behavior without changing the structures producing it, the structures pull it back. The intervention doesn't fail because of the workforce. It fails because the foundation was never addressed.
I spent the next decade building the research foundation — collecting data, testing structural measurement approaches, refining the methodology — until I had what was needed to build it right. No existing tool was measuring that foundation directly. That's the gap Cammino Insights was built to close.
